Foreign Dog: What You Need to Know About Importing a Dog to the Netherlands


More and more people are choosing to adopt a dog from abroad. Maybe you fell in love with a gentle stray during your holiday, or you found a foreign rescue organization on social media working for underprivileged dogs. It could also be that you’re looking for a specific breed that’s hard to find in the Netherlands. Whatever the reason: importing a dog can be a tricky and time-consuming process. That’s why we’re here to help guide you.

Anyone bringing a dog into the Netherlands must deal with strict regulations. These rules vary depending on the country from which the dog is being imported.

## Commercial trip or not?

The first step is to check whether your dog is making a so-called commercial trip or a non-commercial trip. This article is about non-commercial trips. The requirements for these are:  
The dog travels with the owner OR travels within 5 days before or after the owner’s journey.  
The dog is not being transferred to a new owner.  
You are bringing no more than 5 dogs.  
These requirements are listed on the website of the Dutch Food and Consumer Product Safety Authority (NVWA).

## Importing a dog from outside the European Union

Importing a dog into the European Union comes with strict requirements. These are outlined in health certificates. When importing your dog, you must bring this certificate, filled in properly. You can find more information on the NVWA website.  
Every dog in the Netherlands must be identifiable with a microchip. This chip number also links the dog to all travel documents. Additionally, every dog crossing borders must be vaccinated against rabies. Dogs from high-risk rabies areas must also carry a recent blood test showing that the dog has developed enough antibodies. This blood test must be performed by an officially approved reference lab. In some cases, the animal also needs to be dewormed by a veterinarian in the country of origin.  
If you meet all the requirements listed on the health certificate and have it filled in by a vet, you’re nearly there. Besides the completed health certificate, you also need to fill out and carry an owner’s declaration. This is a document in English, signed by you, in which you declare ownership of the dog.  
You are now ready to travel with your dog.

## Importing a dog from within the European Union

If you want to import a dog from another EU country, the process is a bit simpler. In the country of origin, the dog must be microchipped and issued a European pet passport. These can only be issued by veterinarians within the EU. The dog must also be vaccinated against rabies. Be aware that this can only be done from 12 weeks of age. The vaccine then takes 3 weeks to become effective. This means a dog must be at least 15 weeks old to travel within the EU.  
These rules exist for a reason: they protect both animals and people in the destination country from disease outbreaks. It is essential as a new owner to take responsibility and comply with these rules. You can also choose to work with a rescue organization. Make sure it is a reliable organization that prioritizes both animal and human welfare.

## Arriving home: what’s next?

Once your dog has arrived home, you’re almost done. The dog must be registered in the Netherlands within 2 weeks. You need to apply for a so-called Unique Business Number (UBN) through the Netherlands Enterprise Agency (RVO). With this UBN, you can visit a vet, who will then register your dog in the Dutch system. Hooray! Your dog is now officially allowed to be in the Netherlands!

## A new life begins

A new life is beginning for both you and your dog. This comes with a lot of love, but sometimes also with challenges. Many foreign dogs are insecure, unfamiliar with home life, and need time to adjust to their new environment. This takes time, love, and proper care.  
Make sure you have good-quality food for your new pet and visit the vet regularly for checkups and vaccinations. Deworm and deflea your dog regularly to protect both of you from unwanted parasites. Coat care is also essential. Preventing matting and removing dead hair offers a lot of comfort to your new friend. That’s why it’s important to start coat care early—brushing, washing, and even visiting a professional dog groomer.
